I have had some good comments from Programmer Types, (Thank you Gentlemen!) and I just have to say... YOUNOODLE Works!
I still have the needs listed above. I really think there is a viable, social, and sustainable business with this.
I really could use the help of a person who knows how to do KML layers in Google Earth.
